Looking for a good PC that i can send to Israel?

i got a cousin in Israel and computers there are extremely expensive. i am looking for one that a good gaming computer that can run a really good racing game without crashing or lag and one for video editing and Ps. but a price rang of $800 or bellow i would get him a mac but to expensive and there aren't any good racing games for mac that are up to date but if you have any suggestions for any good racing games for mac.
