Just a thought to ponder about people and APBT.?

I'm going to be moving back to Ohio next year and there is BSL in place statewide. One part is that it requires APBT owners to carry a hundred thousand dollar liability insurance policy on their dog in case it bites someone. I will of course get the insurance for my girl Kyra because the law requires it and I'm a responsible dog owner. I wonder if the powers that be will ever figure out that BSL only penalizes responsible owners not irresponsible ones. If you are a responsible owner you will follow the law and so there fore your dog would not be running around biting people to begin with. Where as irresponsible owners will not carry the insurance and they are the ones that have dogs running rampant and who can be a danger to people and other animals. Thoughts anyone. :) It just doesn't make any sense to me.
